What would settle it
Boeing's own Orders and Deliveries tables, published monthly at boeing.com and reconciled in its quarterly filings. Only firm orders under contract are counted there, and a separate line under accounting standard ASC 606 removes orders the company no longer judges likely to be delivered. A government announcing a purchase is not the same thing as Boeing booking one, and that distance is the whole question here. Read it fairly: large orders routinely take weeks or months to be signed and booked, so an absence from the September tables settles nothing on its own. What would settle it is the 111 appearing, in full or in part, or the year closing without them.
